Harbor Safety Plan
This Harbor Safety Plan is designed to provide mariners using the waters of San Diego Bay an up-to-date guide to critical navigation issues that will enhance vessel safety, with the ultimate goal of pollution prevention and protection of the region's valuable resources. This plan has been developed by the San Diego Harbor Safety Committee (HSC) as mandated in the California Oil Spill Prevention and Response Act (OSPRA) of 1990, as codified in Title 14, Division 1, of the California Code of Regulations".
