The Port of San Diego's Capital Improvement Program (CIP) sets aside funds for new facilities, road upgrades, parks or other improvements in the Port’s five member cities of Chula Vista, Coronado, Imperial Beach, National City and San Diego. Board Policy 120 guides the process for identifying projects to include in the CIP. The goal of the policy is to ensure that capital improvement projects and budgets align with the Port's mission, vision and strategic goals.
In 2017, the Port of San Diego became the first port in the United States to be awarded National Accreditation through the American Public Works Association (APWA). The Accreditation program recognizes public works agencies that go beyond the requirements of the management practices established nationally in the public works industry, as contained in the APWA Public Works Management Practices Manual.
